„Deponija“ d.o.o. Podgorica, was established by the decision of the Capital City – Podgorica no. 01 – 030/06-9977 from 27th December 2006 and it was registered in the Central Registry of the Commercial Court in Podgorica on 2nd April 2007 under registration number 5 – 0367290 / 001.

By the Founding Document the following tasks were entrusted to the Company: construction, use and maintenance of municipal waste landfill, recycling of metal and non-metal waste and scrap and transport of raw materials, for the jobs that are in public interest for the city and its citizens.

By the Strategic Master Plan for Waste Management at National Level in Montenegro, landfill “Livade” in Podgorica is determined as regional landfill for municipal waste of Capital City Podgorica, Cetinje and municipality Danilovgrad.

For decades (almost 50 years) municipal and other types of hazardous and non-hazardous waste, such as medical, veterinary, animal, military waste, appliances, car wrecks, tires, rubble, etc. were uncontrollably delayed as unsorted waste at the site "Livade" (Cemovsko polje) in Podgorica, which was one of the largest municipal and environmental problems of the Capital City.

With such uncontrolled disposal of unsorted waste at the site “Livade” a dump was created which has taken an area of approximately 574.000 m² and it represents potentially hazardous pollutant of air, groundwater and soil.

Realizing the importance of this environmental problem, on the end of 2001 former Public Utility Company has started with activities for its resolution, what has got the full support of the management of Capital City Podgorica.

The idea was to rehabilitate the existing situation on the dump, in accordance with EU directives on waste, and at the same time to build a modern sanitary landfill for the future needs of waste disposal and disposal of municipal solid waste in Podgorica. With the main project of rehabilitation, development and construction of landfill for municipal waste at the site “Livade, the construction of sanitary landfill in phases and construction of six sanitary cellsof the capacity of 480.000 m³ is planned. Officially, the works on the implementation of Phase I of the Project began in February 2006.

Through the Phase I, two sanitary cellsof the capacity of 480.000 m³, with supporting facilities, infrastructure
facilities and equipment (project of receiving points, truck scale, tub for washing ofthe wheels, substation, well for technical water, etc.) were built.

As part of this unique project, plant for the treatment of unsorted municipal waste and ELV were built.

Plant for treatment of unsorted municipal waste was officially opened on 13 July 2010.

On 29th September 2010, plant for treatment of ELV was put into operation.

With the construction of a modern Recycling Center for unsorted municipal waste and Plant for ELV, the Capital City has completely complied with the guidelines of the Strategic Master Plan for Waste Management on National Level, Law on Waste Management and EU directives on waste recycling.

Agency for Environmental Protection issued on 14th March 2013 Decision on the issue of work license for Regional sanitary landfill for municipal solid waste “Livade” in Podgorica.

For obtaining of the certificate for proper solid waste management the following requirements should be met:

That the sanitary landfill for municipal waste in Podgorica has been built in accordance to the Law on the Management of Waste in Montenegro -64/11 and Rulebook regulating this area;
That the sanitary landfill has been built and it manages the waste in accordance to the EU Directive EU 99/31/Ec;
That all requirements from the Law on Integrated Prevention and Control of Environmental Pollution were met, and that the work of the landfill can be easily controlled.
On 17th October 2012 „Deponija“ d.o.o.Podgorica has filed a claim for obtaining of integrated work license for Regional sanitary landfill for municipal solid waste “Livade”. On 14th March 2013 Decision on the issue of integrated license was approved.
The license is issued in accordance to the Law on Integrated Prevention and Control of Environmental Pollution and it contains appropriate measures for prevention, reduction and elimination of potential adverse impacts on the environment. This license guarantees the highest environmental conditions and the least risk to public health. Landfill "Livade" must comply with all criteria and prescribed rules governing this area.

Podgorica is the first city in Montenegro, who received the certificate for the disposal of municipal waste in accordance with the highest standards and norms in the field of municipal waste management.

"Deponija" Ltd. Podgorica is planning to build a leachate treatment plant for the leachate generated in sanitary cells on landfill “Livade”. Upon the completion of the project, “Deponija ltd. Podgorica will receive a certificate for quality processing of leachate in accordance with the Law on Waters and the Regulations on the discharge of treated water into the recipient of sewerage system.
