Regional Recycling Center for municipal solid waste

Regional Recycling Center is built as the most advanced system of waste pre-treatment and separation of recyclable materials (cardboard, paper, plastic, metal, rubber, etc.). On 16th August 2010, this plant was officially put into operation, and it is scheduled to have the capacity to 90,000 tons per year.

The construction of a modern Recycling Center at the landfill “Livade” in Podgorica, is in the function of the landfill itself which completely corresponds to the Strategic Master Plan for Waste Management at the National Level, which is required by the EU directives in this area.

The construction of this plant has contributed to raising the level of environmental protection and by recycling of unsorted municipal waste the amount of waste to be deposited in sanitary cells significantly reduced and thereby their lifespan prolonged. The separation of recyclable materials (cardboard, plastic, PET bottles, ferrous and nonferrous metals, etc.) created the possibilities for their economic evaluation. The Recycling Center, whose value is € 4,981,740.77, was financed by the Spanish FAD loans.



Unsorted municipal waste from the Capital City is delivered to the landfill “Livade” by the special vehicles for this purpose. After the identification, vehicles enter to the landfill area through the electronic gate. After that, they are referred to the electronic scale where the measuring of municipal waste is performed. After the measurement, the vehicle leaves these premises and they are referred to the Recycling Center. In the area of Recycling Center, vehicle unloads unsorted municipal waste at the plateau which is intended for disposal of waste or directly into the bunker-silos. The vehicle receives an admission on the amount of accepted waste to be recycled in the RC.



The whole plant is divided into five different zones. Each zone has its own electrical cabinet through which the signal from individual devices to the main CPU (central processor unit) which is located in the control room is being transferred. In addition, each zone is protected by its own system to control tension. This system includes a possibility of withdrawal (tripping) through the safety switch wires, if the operator at any point notices an abnormality in the work of equipment or manpower.

With the HMI (Human Machine Interface) device, which is located in the main panel, the operator monitors and regulates the whole system, ie. drive. All necessary operational information is displayed on the unit and can be browsed easily by clicking on the specific icons. The drive can operate in automatic or manual mode depending on the needs at the time. Manual mode is used when performing a probe of the equipment, repair or cleaning and it is possible to start a part of the drive independently of other equipment.

Automatic mode includes all three presses and a closed system of tension control of wires for trigger of the safety switch. The drive is started and stopped by already pre-programmed sequence that actually follows the technological process of the work of the drive. It should be noted that during the starting of the drive devices that are at the end of a series of technological sequence are started first, whereas, during the fire operation, the devices at the beginning of a series of technological sequence are firstly turn off.

In the primary air-conditioned cabin there are eight positions (four on each side of the conveyor belt) and the separation of the tire, bulky items, textiles, glass and cardboard is made here.

- On the first position separation of tires and industrial rubber goods is performed. The tire is inserted into shredder through a funnel and after crushing it falls into the container.

- The second position is used for extracting of the bulky pieces, as well as the parts of textiles. These materials are fed into a hopper, and from it they fall into the container.

- On the third position the selection of glass is made. Glass is fed into the hopper from which is goes into the container in free fall.

- The fourth position is used for extracting of card that is inserted into the hopper, from which it drops in free fall on a specially fenced plateau storage card.

Separated bulky materials, except the large cartons, are transported by special vehicles to designated places.
Following the selection in the primary booth, residual municipal waste is transported through the special tape to perforated rotating drum TROMMEL's, where two phases are being separated. In the TROMMEL internal structure steel hooks and barbs are built in, whose task is to conduct high-quality opening of the bags, sacks, etc… With their opening, municipal waste is separated into two phases by the size of the particles – smaller and larger than 90 mm.

Materials with a particle size of less than 90 mm go through conveyor system to the system for separation of ferrous metals where they undergo through the magnetic separator that separates ferrous materials from the rest of the material. Ferrous metal materials, isolated on a permanent magnetic separator, are transported to the presses on which pressed and baled material is obtained. The remaining material is transported to the balers for organic waste or containers for bulk material.

Municipal waste sizes larger than 90mm is switched through conveyor belt to the secondary air conditioned cabin in which there are ten working positions (5 on each side of the conveyor belt) Sorting and separation of PET bottles, plastic bags, various types of plastic and paper are performed there.

Sorting of materials is done manually. Featured materials are fed into the hopper and they drop in the basket in free fall, and then they are transported by conveyor belt to the multi-purpose presses.

Multi-purpose press is used for pressing of selected material – separated from the municipal waste (of various types of plastic, PET bottles, paper and cardboard).

Press for metal is used for stamping of ferrous and aluminum cans.
Pressed and baled selected materials from the multi-purpose press and press for metal are transported to the warehouse (stockroom).



The rest of the organic material is transferred through the conveyor belt on the press for organic waste or it is stored in containers. This technology creates a cost savings for transport of organic materials by the vehicles inside the hall.

Organic waste, after the completion of compaction and baling, is transported by loading shovel (fork lift) to a special container that transports special vehicle with a hook and disposes it in a sanitary cell.



In the recycling plant for municipal solid waste several types of recyclables are selected, compressed and baled. These are: cardboard, paper, newspaper, various types of plastic, PET, aluminum and iron. After that, recycled materials from the Regional Recycling Center circulate on the market these materials. Prices of cardboard and paper are formed in accordance with the standards of CEPI and they are monthly coordinated with the movement of these goods on the European stock market. Price for the supply of other raw materials are also determined and agreed upon with the prices on European stock market.
